In the Holterbergdistrict, near the Johan Cruijff ArenA, a mixed-use neighbourhood will take shape in the coming years. Plans for the first 2,500 homes have been completed and funding is secured. The district will include housing, businesses, shops, schools, childcare, hospitality, sports facilities and community spaces. The area will feature generous green spaces, a major park, pedestrian and cycling routes and parking hubs. From 17 December onwards, residents and other interested parties can respond to the plans.
The development is a long-term investment that aims to contribute to a complete and inclusive city. Construction runs until 2050. The first phase focuses on housing for students and young people, with a distribution of 40 percent social, 30 percent mid-range and 30 percent private-sector homes. In later phases, this shifts to 30 percent social, 40 percent mid-range and 30 percent private-sector housing.
A key element of the future neighbourhood is the creation of an AI campus, laboratories and additional innovation spaces. The plan also includes a new park that will connect Zuidoost with the Amstelscheg.
The draft investment memorandum will be available for public review for eight weeks starting 17 December. During this period, the municipality will host an information meeting. After processing responses, the city’s executive board and then the municipal council will make a final decision.
